MESSAGE FROM THE 2024 BOARD CHAIR

Dear Mono County Residents and Visitors,

As we reflect on the past year, it is with pride and optimism that I present the Mono County Board of Supervisors’ 2023-2024 Annual Report. This year has been marked by both challenges and achievements as we continue to adapt and grow as a community.

The winter of 2023 brought historic snowfall to our region, presenting significant challenges in snow removal, road maintenance, and public safety. Despite these hurdles, I am proud of how our county staff and local agencies responded with dedication and resilience, ensuring that our roads were cleared, our emergency services remained responsive, and our residents were supported through the difficulties.

In addition to managing the immediate impacts of extreme weather, we have made substantial progress in key areas that are crucial to Mono County’s long-term success:

INFRASTRUCTURE INVESTMENT — We secured funding for major infrastructure projects, including road repairs, bridge improvements, and enhancements to our public facilities. These investments are vital for maintaining the safety and quality of life for all residents and visitors.

HOUSING INITIATIVES — Access to affordable housing continues to be a priority. We’ve launched new programs aimed at increasing housing availability for our workforce and young families. These efforts include partnerships with developers and neighboring jurisdictions to address housing shortages across the region. In addition, we have recently closed escrow on a five-unit development in Bridgeport that will serve as an affordable housing opportunity for county staff and others.

WILDFIRE PREPAREDNESS — With the increasing threat of wildfires, we’ve invested heavily in prevention and preparedness. This includes expanded vegetation management programs, enhanced coordination with state and federal agencies, and increased public outreach on fire safety measures.

ECONOMIC DEVELOPMENT — Supporting our local businesses and promoting tourism remains a key focus. This year, we have expanded broadband access to underserved areas and worked closely with business leaders to identify opportunities for growth in tourism, agriculture, and other sectors critical to our local economy.

ENVIRONMENTAL STEWARDSHIP — Our natural resources are the foundation of Mono County’s identity. We continue to lead on environmental initiatives, including the protection of our water resources, wildlife habitat conservation, and efforts to reduce our carbon footprint. The Board has also endorsed the expansion of renewable energy projects that align with our values  of sustainability.

As we look ahead to 2025 I am confident that together, we can continue building a strong, vibrant, and resilient Mono County. Our community’s strength lies in the collaboration between residents, businesses, and government. I encourage you to stay involved and share your thoughts with the Board as we shape the future of this beautiful place we call home.

Hantavirus

MONO COUNTY, Calif. (February 27, 2025) – Mono County Health and Human Services, Public Health Division is saddened to announce the death of a Mono County resident due to hantavirus. Mono County extends its deepest condolences to the family and friends of the deceased.

ESCOG Regional Housing Needs Study

The Eastern Sierra Council of Governments (ESCOG), in collaboration with Mono County, Inyo County, the Town of Mammoth Lakes, and the City of Bishop, is conducting a comprehensive regional housing needs study. This initiative aims to address the growing housing challenges in our communities by gathering data, engaging residents and stakeholders, and identifying strategies for implementable workforce housing solutions.

The County of Mono invites proposals from attorneys or law firms interested in providing indigent defense services under Contract with the County in collaboration with two other attorneys currently under County contract.  Work would commence as soon as October 1, 2023.  Applicants must active members of the California Bar in good standing.  The Request for Proposals (RFP) may be found on the Mono County website at www.monocounty.gov/, or email the address below to obtain a copy.

Risk Management Plan Received

New Risk Management Plan Received

The Mono County Environmental Health Department has received a Risk Management Plan from Mammoth Pacific, L.P. regarding their binary Rankine cycle geothermal production facilities located in Mammoth Lakes. This Plan is required pursuant to the Code of Federal Regulations, CalOSHA, the California Health and Safety Code, and California Code of Regulations for the storage of extremely hazardous substances.

Prescriptive Designs Plan2

Mono County provides construction document resources known as "prescriptive designs". A prescriptive design is defined as "specific detailing requirements and similar pre-defined design options and rules used to create a code-compliant design. To the professional familiar with the process and standards, prescriptive design approaches are relatively fast to use without performing significant job-specific calculations".
