Mono County Announces James Peavey as New Director of Human Resources
Bridgeport, CA – May 15, 2025 – Mono County is pleased to announce the appointment of James Peavey as its new Director of Human Resources. The Mono County Board of Supervisors approved the appointment at its May 13th meeting. Mr. Peavey is anticipated to begin his new role with the County in early June, pending finalization of the hiring process and onboarding.
This appointment follows a comprehensive recruitment process undertaken by the County to fill this critical executive leadership role. Since late 2023, Mono County has been operating without a permanent Human Resources Director, following the departure of the previous incumbent. During this transition, the Assistant County Administrative Officer provided interim leadership and continuity for the department.
The County conducted an extensive and competitive search, considering multiple highly qualified applicants. After careful evaluation, Mr. James Peavey was selected as the top candidate for the position.
Mr. Peavey currently serves as the Human Resources Manager for the City of Concord, a position he has held since 2021. He brings over two decades of progressively responsible human resources experience, all within the realm of local government. His areas of expertise include labor and employee relations, classification and compensation, performance management, employee development, and strategic planning.

As Director of Human Resources, Mr. Peavey will be responsible for overseeing all human resources functions for Mono County, including recruitment, employee relations, benefits administration, labor relations, and organizational development.
