Short-Term Rental Activity Permit Applications Now Available

New short-term rental regulations in residential areas become effective in Mono County on June 14, 2018. The new regulations primarily apply to the June Lake area; however, some changes apply countywide as well. Short-term rentals are defined as single family units (or portions thereof) that are rented for a period of 30 or fewer consecutive calendar days in residential land use designations.

If you are interested in operating a short-term rental in a residential area, here’s what you need to know:

  • Two permit applications are required, a use permit and a short-term rental activity permit, and application forms are now available at https://www.monocounty.ca.gov/planning/page/short-term-rental-activity-permit.
  • Applications will be accepted starting June 14. Incomplete applications will not be accepted and will be returned.
  • Short-term rentals associated with an owner-occupied principal residence may be permitted, subject to approval, throughout the unincorporated county except several neighborhoods in June Lake.
  • Short-term rentals by an absentee homeowner, also known as non-owner-occupied short-term rentals, are currently prohibited countywide by emergency moratorium, except two neighborhoods in June Lake.
  • Each permit requires a deposit of $495 when the application is received ($990 total for both applications), and is subject to hourly billing for staff time over five hours. Additional fees may be required later to comply with the California Environmental Quality Act (CEQA).
  • The short-term rental activity permit is non-transferrable if a property sells or changes ownership and is limited to one per person and per property in the unincorporated county.
  • A transient occupancy tax (TOT) certificate and business license will be required for each owner.
  • Advertising an unpermitted short-term rental is a violation of County regulations.

This permit application period follows about a year of work by the June Lake community and county staff to develop viable solutions for short-term rentals, and over 50 hours of public meetings were held.
