Mono Minutes: Board of Supervisors Action Report (11/21/25)
November 18, 2025 Meeting Highlights
- Ratification of Proclamation of Local Emergency - Pack Fire: The Board of Supervisors officially ratified the local state of emergency for the Pack Fire, which was necessary to access potential state and federal funding. This action allows the County to be eligible for reimbursement for qualifying disaster response costs, including debris removal and emergency work, under programs like the California Disaster Assistance Act. Under the leadership of the Board of Supervisors, the County continues to work on recovery efforts and providing impacted residents with resources and support. - High Sierra Energy Foundation Celebration of 20th Anniversary: The Board of Supervisors took time to celebrate the 20th Anniversary of the High Sierra Energy Foundation (HSEF). Pam Bold, the Foundation's Executive Director, provided an overview of the organization's history, highlighting past initiatives and discussing plans for future endeavors in promoting energy efficiency and sustainability throughout the region. - Housing Needs Assessment Update: The Board of Supervisors received an update on the Eastern Sierra Housing Study, commissioned by the Collective Housing Committee in spring 2024. Presented were key findings on demographic trends, housing needs, and economic conditions, which will form the basis for a Collective Regional Action Plan in early 2026 to guide collaboration on the region's ongoing housing crisis.
- Short-Term Rental Policy Update: The Board of Supervisors approved to hold a Public Hearing to consider revisions to the county's Short-Term Rental (STR) Policies and Regulations as part of General Plan Amendment 25-01 and an update to Mono County Code Chapter 5.65. This action will allow the Board to receive public comment, deliberate on proposed changes, and potentially adopt new policies and standards for short-term rentals, following recommendations from the Planning Commission.
- 2025 Draft Mono County and Town of Mammoth Lakes Multi-Jurisdictional Hazard Mitigation Plan: The Board of Supervisors received an informational presentation on the 2025 Draft Multi-Jurisdictional Hazard Mitigation Plan, which covers both the County and the Town of Mammoth Lakes. This update, funded by federal dollars that reduce the impact on the County's General Fund, was presented to gather public feedback and guide future efforts to reduce the risk and impact of various hazards across the region.
Pack Fire Resources
Local Assistance Center Opens to Support Residents Impacted by the Pack Fire: Mono County is opening a Local Assistance Center (LAC) to support residents affected by the Pack Fire. The LAC will operate Friday, November 21, 2025, from 9:00AM to 7:00PM at the Crowley Lake Community Center, providing a single, centralized location where individuals and families can access free disaster-recovery resources, speak with County staff, and connect with state and community partners offering critical support. Residents are encouraged to visit the LAC if they have been impacted by the Pack Fire and need support with recovery services, documentation, or access to local and state resources. Residents should visit READY Mono for ongoing updates, recovery information, and wildfire-related resources.

Regional Transportation Improvement Projects: Upcoming Meetings!
Mono County and the Town of Mammoth Lakes has been allocated $4.8 million through the 2026 Regional Transportation Improvement Program (RTIP) to fund critical road, transit, and active transportation improvements through 2031. Two projects were selected:
- Meridian and Minaret Road Roundabout (Town of Mammoth Lakes)
- Benton Crossing Road Rehabilitation Phase Two (Unincorporated Mono County)
Residents have an opportunity to provide comments and feedback on these projects the following ways:
- Local Transportation Commission Meeting: Monday, December 8, 2025, no earlier than 9:00 AM in the Dana Room (2nd Floor, Mammoth Lakes) or join remotely via Zoom (Meeting ID # 825 4057 4760).
- Submit Written Comments: Email your input to Olya Egorov at oegorov@mono.ca.gov or call 760-924-1802.
The final deadline for all comments is December 8, 2025.
Public Input Needed: Review the Draft Hazard Mitigation Plan (Comments Due Dec 7)
Mono County residents are invited to review the 2024 Multi-Jurisdictional Hazard Mitigation Plan Update draft and submit their feedback on the crucial strategies designed to reduce the impact of natural hazards across the region. The deadline to submit comments is December 7, 2025. For details on how to review the draft and submit comments visit the County's Community Development website HERE.
