Mono Minutes: Board of Supervisors Action Report (11/07/25)

November 4, 2025 Meeting Highlights

  • The Board adopted a Proclamation Designating the Month of November 2025 as Native American Heritage Month. TRIBAL LAND ACKNOWLEDGMENT: In respect to the Indigenous People and Tribal Elders, past, and present, the Bridgeport Indian Colony, Mono Lake Kootzaduka'a Tribe, and Utu Utu Gwaitu Tribe are the Indigenous People who live within this, their ancestral homeland from time immemorial to the present and have been the caretakers of these lands, waters, and all natural resources for the benefit of the environment and of all living things. We who live in Mono County offer this land acknowledgment with a spirit of mutual respect and collaboration.
  • The Board received the 2024 Mono and Inyo Counties Crop and Livestock Report from Nathan D. Reade, Agricultural Commissioner. The full report will be made available here
  • The Board received the quarterly budget performance review from Stephanie Trujillo, Budget Officer. This quarterly review trends in the major General Fund revenue sources Property Tax and Transient Occupancy. Both are collected on a quarterly basis, which affects the timing of when revenues are recorded during the fiscal year. As a result, first-quarter reports typically show minimal revenue received from these key sources. 
  • The Board approved for the Human Resources Department to draft and implement a Veteran and Military Spouse Hiring Policy consistent with State and Federal models and  return to the Board with a final policy and implementation plan for adoption. 
  • In response to the ongoing national Supplemental Nutritional Assistance Program (SNAP) benefits hold, the Mono County Board of Supervisors this week voted to approve $100,000 in local funding to help augment food assistance for Mono County families. The following day, the Town of Mammoth Lakes generously voted to match those funds, creating a combined $200,000 local relief effort to help residents most impacted by the federal delay. Mono County Launches Community Support Grant Programs; Funding Available for Non-Profits, Arts, and History
Mono County's Economic Development, Tourism, and Film Commission opened applications for three new Community Support Grant Programs aimed at established non-profits: the Community Event Marketing Fund (CEMF), the Historical Societies Grant Program (HSGP), and the Performing & Visual Arts Grant Program (PVAGCEMF). These reimbursement funds (FY 2025–2026) support economic and cultural vitality. The mandatory application deadline is 11:59 p.m. on Sunday, November 9, 2025. (HSGP and PVAG projects may run through December 31, 2026). Additional information can be accessed here.
