There are specific limits to ALUC jurisdiction. The commission has no authority over airport operations, although the ALUC plan must include assumptions about future activities at each airport. Secondly, commission jurisdiction and plan review are confined to land use impacts related primary to the area surrounding the airport. Thirdly, the jurisdiction of the commission is limited to new land uses.
Existing uses found to be in conflict with existing or anticipated airport operations will not be subject to the land use review policies established by the commission. However, if a change is sought to the existing land use that requires the consent of a public agency and is within the Airport Planning Area, such new use or modification of an existing use will require the review and consideration of the Airport Land Use Commission.
