Solid Waste Local Enforcement Agency (LEA)

The Mono County Environmental Health Department serves as the Local Enforcement Agency (LEA) for solid waste facilities in Mono County. Mono County was designated and certified as the LEA in 1992 by CalRecycle [2] (formerly the California Integrated Waste Management Board).

What the LEA Does

  • Oversees solid waste permits, closures, and post-closure requirements
  • Ensures facilities operate according to the Public Resources Code and Title 14 / Title 27 regulations
  • Conducts periodic inspections of all solid waste sites in Mono County—active, closed, illegal, and abandoned
  • Prevents solid-waste related nuisances and health and safety impacts

Inspections & Compliance

The LEA checks facilities for compliance with CalRecycle State Minimum Standards. If violations are found, the LEA may require corrections and conduct follow-up inspections to verify compliance.

Enforcement

When necessary, the LEA takes enforcement actions to ensure solid waste is collected, handled, and disposed according to laws, regulations, permit conditions, and operating documents.
