April 21, 2026 Board Meeting Highlights
- Women of Distinction Recognition: The Board welcomed the office of Senator Marie Alvarado-Gil (R–Jackson) to present their 2026 Mono County Women of Distinction Honor to Christine Bouchard. Bouchard, who currently serves as the Assistant County Administrative Officer for Mono County, was recognized for her exceptional leadership in County administration and her unwavering advocacy for veterans, military families, and the broader community.
- Recognizing the Memory of Byng Hunt: The Board adopted a proclamation recognizing the life and public service of former District 5 Supervisor Byng Hunt. The proclamation honors his many years of leadership and civic involvement in Mono County and expresses the Board’s condolences to his family while acknowledging his lasting contributions to the community.
- National Victims’ Rights Week: The Board adopted a Proclamation designating the Week of April 19–25, 2026 as National Victims' Rights Week.
- General Plan Amendment: The Board adopted an ordinance (GPA 26-01) changing the land use designation for a specific parcel (APN 013-210-028-000). The property is changing from an Industrial zone to a Specific Plan and Scenic Combining District, meaning future development will be guided by a custom plan that protects the area's scenic views. The Board also approved updates to Commercial land use rules and directed staff to file a CEQA exemption, confirming that a state environmental review is not required for these changes
- D&S Waste Transfer Station Specific Plan: The Board adopted a proposed ordinance to re-approve the 2022 environmental study and officially adopt the Specific Plan for the D & S Waste Transfer Station at parcel APN 013-210-028-000. This ordinance strictly limits activities on the property to only those allowed under Use Permit 21-007 and the new Specific Plan. Additionally, this action directs staff to file a CEQA Notice of Determination—which officially finalizes the environmental review process—and allows for any further instructions to staff.

Important Updates for "Fishmas": New Mandatory Watercraft Inspections
To protect our pristine lakes and streams from the highly invasive golden mussel, Mono and Inyo Counties have implemented a mandatory watercraft inspection program for the 2026 season. Under the new regulations, all boats must be inspected and display a required sticker before hitting the water. Please note that even with a local sticker, your boat will require a new inspection if it enters any waterbody outside of Mono or Inyo County. To help our community get ready for Opening Day, we are actively rolling out a streamlined inspection process for local resident boaters and a self-attestation program for marinas. For full details on the new regulations, how to get your sticker, and the latest updates on the streamlined process for residents, please visit EasternSierraWID.com [1].
