MONO COUNTY, Calif. (October 21, 2025) – Following nearly a decade of distinguished public service, Mono County announces the retirement of its Finance Director, Janet Dutcher, DPA, MPA, CPA, CGFM. Ms. Dutcher's tenure has created a lasting impact, marked by her deep commitment to fiscal responsibility and innovative financial management.
Ms. Dutcher has served as the Director of Finance for Mono County since 2016. During her tenure, she was instrumental in modernizing the County’s financial framework. Her leadership focused on implementing solid accounting practices that emphasized transparency and accountability, notably through her expertise in target-based budgeting, which was pivotal in fostering financial resilience within the County’s Board.
Under her direction, the department made significant strides in integrating technology, including the early stages of implementing a new enterprise resource planning system and advocating for increased automation through artificial intelligence tools.
Her exceptional contributions to the financial services sector did not go unnoticed, as evidenced by her recent recognition as "Top Finance Director of the Year" by the International Association of Top Professionals (IAOTP) and her inclusion in the esteemed Marquis Who's Who biographical volumes. These accolades are a fitting tribute to her unwavering commitment to public service and excellence in financial administration.
