The Mono County Board of Supervisors adopted the 2026-2028 Strategic Plan to provide high-level direction and long-term priorities for the next three years. The Strategic Plan identifies the County’s mission, vision, values, and strategic focus areas that will guide policy discussions, organizational priorities, and service delivery efforts throughout the 2026-2028 planning cycle. Developed through Board discussion, staff collaboration, and public input, the Strategic Plan is intended to reflect the priorities and values of Mono County communities.
Mono County’s strategic focus areas include:
- Safe and Healthy Communities
- A Thriving Economy
- Workforce and Operational Excellence
- Sustainable Public Lands
- Housing Stability and Affordability
To support implementation of the Strategic Plan, Mono County also maintains an annual Strategic Work Plan. Unlike the Strategic Plan, which is intended to remain relatively stable over the three-year period, the Strategic Work Plan is a living document that identifies specific programs, projects, initiatives, and policy efforts currently underway or anticipated during the fiscal year. The Work Plan will be reviewed and updated annually to reflect changing priorities, available resources, completed projects, and emerging community needs.
The Strategic Work Plan is also intended to help guide annual budget development, departmental work planning, and policy discussions before the Mono County Board of Supervisors. Progress toward implementation will be reflected through the annual report and periodic updates to the Board and community.
Together, these documents provide both long-term strategic direction and transparent accountability for the County’s ongoing work on behalf of residents, businesses, and visitors throughout Mono County.
