Mono County Strategic Planning

In 2013, Mono County employees embarked on the county’s first strategic planning effort. The county took a unique approach in inviting all employees to participate in the process from the ground up. Two years later, the Board of Supervisors endorsed the Mono County Strategic Plan Framework that includes Mono County’s Mission, Vision and Values, and eight Strategic Directions to guide county work.

What is Strategic Planning?

Strategic Planning is a process that focuses an organization on long-term issues, establishes clear purpose for all staff and produces a system of results oriented measurement that reinforces how best to use scarce resources for maximum return. As resources have diminished over the last 15 years and more dramatically in the last six, Strategic Planning has given the public and policy makers the ability to focus not merely on the next year but the next five, ten and twenty years, and build an effective understanding of services and the necessary focused investment for service improvement.

Effective Strategic Planning goes beyond identifying and completing tasks but changes how we do business at the County and provides new methods to engage our employees in building a Higher Performing Organization. It builds context for all operations.

Schedule and Engagement of Constituencies

January 2013 - Board gave direction to begin Strategic Plan (CAO brought forward a planning concept in December)

January 2014 - formed steering committee

April 2014 - all employee meeting

Fall 2014 - Mono County Ambassador team formed and department outreach collected for final draft to board

January 2015 - CAO update to Board, Framework endorsed & CAO directed to get public input

February-May 2015: Strategic Plan presentations to county regional planning advisory committees, service clubs, Town of Mammoth Lakes

May 22, 2015 – Board of Supervisors workshop identifying one year priorities

June 22, 2015 - Department Budget’s due identifying alignment with priorities

July 6 – 21, 2015 - Budget meetings in communities with Strategic Planning update

August 18, 2015 - Mono County 2015-2016 Budget adopted

October 2015 - Mono County Board of Supervisors reviews 2015-2016 focus areas and timeline

February 2016 - Mid Year Department goal alignment with Strategic Directions

March 13, 2016 - Board Special workshop to establish focus areas for 2016-2017 Fiscal year

June 24, 2016  - Department budget requests due with alignment to Strategic Plan and 2016-2017 focus areas

August 11, 2016 - Board of Supervisors Budget workshop with Departments to disuss requested Budget for 2016-2017 and alignment with Mono County Strategic Plan

September 6, 2016 - Board of Supervisors adopt 2016-2017 Mono County Budget
